Environmental Assessment

Ark Engineering Services routinely performs inexpensive phase I Environmental Site Assessments, also known as "Environmental Report" for many banks, real estate agents, and corporate clients. Based in Indianapolis, Indiana, Ark is well positioned to serve a diverse, nationwide client base.

Phase I Environmental Assessment (phase one)

The phase I Environmental Report is generally considered the first step in the process of environmental Due Diligence. Standards for performing a phase I Site Assessment have been promulgated by the US EPA and are based in part on ASTM in Standard E1527-05. The phase I site inspection includes examination of potential soil contamination, groundwater quality, and surface water quality through a site inspection and review of the property's history. Phase I ESAs typically are performed by buyers, sellers, brokers and lenders who are involved in the sale, purchase or lease of industrial, commercial and real estate properties. Phase I ESAs are typically required by lenders in order to assure that properties do not possess or exhibit environmental conditions that could diminish the value or the property, the ability of the borrower to repay, or the establish baselines to allocate responsibility for clean-up costs.

      

Phase II (phase two) Investigation

A phase II ESA is needed to evaluate the recognized environmental conditions identified in the phase I ESA or transaction screening process for the purpose of providing sufficient information regarding the nature and extent of contamination to assist in making informed business decisions about the property; and where applicable, providing the level of knowledge necessary to satisfy the innocent purchaser defense under CERCLA. A phase II assessment is performed on site specific critieria such as nature and type of contaminants. Most banks and commercial lenders require a phase I and phase II ESA to be performed prior to lending or processing the loan application.
